Teddy Murretto, a con artist and fixer, is on the run in a stolen unmarked police car that breaks down not far from a Nevada casino. Murretto sucker-punches rookie police officer Valerie Young outside the casino so that she will imprison him and shield him from his pursuit. One of those pursuers, hitman Bob Viddick, ends up in the same small-town jail after pretending to be intoxicated and slamming a car into the police car Murretto had abandoned, which was being inspected by two state troopers.
