The contractor

 Ex-CIA agent James Dial (Wesley Snipes) is assigned to assassinate terrorist Ali Mahmud Jahar (Nikolai Sotirov), only to discover that he has been set up by his old boss, Jeremy Collins (Ralph Brown).

Retired C.I.A. black-ops hitman James Dial (Wesley Snipes) is living in solitude on his Montana ranch when his old boss, Jeremy Collins, offers him the chance to redeem himself (Ralph Brown). Dial was just seconds away from apprehending famed terrorist cell commander Ali Mahmud Jahar (Nikolai Sotirov) when his negligence allowed Jahar to flee, thereby ending his mission. Collins now wants Dial to eliminate Jahar, who has been apprehended and is being held by the police in London, England.

Dial is headed to London with a safe house, passport, and an assistant named Terry Winchell (Richard Harrington) to finish what he started some years ago. Dial, disguised as a priest, takes up position in the bell tower of a church across the street from the building into which Jahar is being carried. When Jahar is led out of his transfer van, his head is obscured by a jacket, preventing Dial from getting a clear photo. Dial eagerly awaits his chance, not wanting to fail again. Dial then fatally shoots Jahar in the head.
