A fictitious account of two legendary revolutionaries' journey away from home before they began fighting for their country in the 1920s.

Malli, a little tribal girl, is carried away by British governor Scott Buxton and his wife Catherine against her parents' wishes during the British rule. Rama Raju is an Indian constable who works for the British army; duty comes first for him, and he is brutal to revolutionary Indians but is never awarded his due by the British administration. The British government discovers that a tribal Komaram Bheem, who considers Malli to be his sister, has begun his search for her and may pose a threat to the British army.

The governor and his wife make a special position available for any officer who can deliver Bheem to them. Rama Raju decides to take matters into his own hands and assures the authorities that he would bring him in alive or dead. Bheem has arrived in town in quest of Malli and is posing as a technician, Afzal. During a railway catastrophe on a lake, he and Rama Raju sacrifice their lives to save a child, becoming great friends in the process. However, in order to complete their missions, each man will clash with the other and thirst for each other's blood.

India, 1920. Bheem, the tribe's fierce protector, steps foot in huge Delhi under a false identity in order to reconcile Malli, a kidnapped Gond girl, with her mother. However, the British have complete control over the populace. As a result, ruthless Governor Scott Buxton assigns Rama Raju, a tough-as-nails police officer, a critical task: go undercover to find an unknown Gond warrior. Soon after, Bheem and Raju meet by chance at an accident site, and they instantly bond.
